November 2026: SFLCV Endorses Theo Ellington for District 10 Supervisor

The San Francisco League of Conservation Voters (SFLCV) endorses Theo Ellington for District 10 Supervisor for his strong alignment with our environmental priorities and his long-standing commitment to environmental justice in District 10.
District 10 is at the center of some of San Francisco’s most enduring environmental challenges: the Hunters Point Shipyard cleanup and redevelopment; longstanding pollution burdens in southeast neighborhoods; major waterfront development; and the need for stronger, more reliable transit as the district population grows.
Ellington’s environmental work in southeast San Francisco is rooted in lived experience. As a Bayview resident, he has been a consistent advocate for accountability at the Hunters Point Shipyard. After concerns emerged about the cleanup process, he organized with neighbors and became a lead plaintiff in federal environmental litigation related to the site. He has also served on the Southeast Community Facility Commission, focusing on public health impacts tied to the Southeast Treatment Plant.
The Shipyard represents both a major opportunity for new housing and one of the city’s most significant environmental responsibilities. Ellington has emphasized that redevelopment must not come at the expense of public health, calling for a more transparent cleanup process, stronger community oversight, and clear assurances that land is safe before development proceeds. He also recognizes the need to prepare the southeast waterfront for sea level rise and ensure that future development delivers real benefits to the communities that have borne the environmental costs of industrial land use.
Ellington also understands that housing and transportation are central climate issues. As District 10 grows, it must be supported by transit and infrastructure that reduce car dependence and improve access. He supports San Francisco’s Transit-First Policy and has called for improvements to the T Third line, including signal priority, better accessibility, and increased frequency. Additionally, he supports strengthening east-west transit connections, expanding ferry service along the southeast waterfront, and investing in safer walking & biking infrastructure. He endorses both Proposition H and the Regional Transit Measure, which are essential to protect and improve Muni, BART, Caltrain, and other Bay Area transit services.
He advocates for safer streets through protected bicycle infrastructure and traffic calming where it improves safety and connectivity. These investments are especially important in District 10, where freeways, industrial corridors, and high-speed streets have long divided neighborhoods and created safety hazards for people walking and biking.
On water and climate resilience, Ellington supports a science-based approach to Tuolumne River flows and opposes diverting resources toward litigation instead of environmental solutions. He has called for increased investment in water recycling, purification, conservation, and groundwater, and for stronger Board of Supervisors oversight of the SFPUC. This is particularly relevant in District 10, which is home to major water and wastewater infrastructure and communities that have long borne the impacts of these systems.
SFLCV previously endorsed Ellington in the 2018 race, recognizing his leadership on environmental justice, transit, and sustainable development. Eight years later, the stakes in District 10 remain high. The next supervisor will play a key role in ensuring the Shipyard cleanup is completed safely, that new development is environmentally responsible, and that southeast San Francisco receives the transit, clean air, safe streets, and investment it deserves.
